1. Preheat the oven to 180 C (356 F) for at least 10 minutes. In a large bowl, combine the sifted flour, baking powder, sugar, and citrus zest. Pour in the oil and beat with a hand or electric mixer until the sugar dissolves and the mixture is smooth.
