1. Preheat the oven to 170°C (338°F) for at least 10 minutes. Peel the onions and slice them thickly, spread them over a large roasting pan, place the whole rack of short ribs on top, and season with salt and pepper.

1. Add the bay leaves on top and pour the red wine and water over the onions. Scatter the finely chopped garlic over the meat, cover with two layers of aluminum foil, and bake for 60 minutes. Take the pan out, carefully turn the meat, adjust the seasoning, and add a little more water if needed.
